i dont have any 2nd Ed phone to test...
but you can find almost everything you need at nokia forum, there are examples for everything, how to select accesspoints, establish connection and what you need is quite easy.

use socket module for internet connection
appuifw for GUI (if you need any)
and urllib to connect to the page
or httplib

How can I create a similar application? I want to create an application that if someone calls me, it will show the location of the callers. I am receiving lots of prank calls lately and I want to check where the calls are coming from.

not possible
you can not find out the location of the caller...

only possibility i see is

phone1 ----connected to------- phone2 via internet
phone2 -----------calls----------phone1
phone2 -----sends location to---phone1 via internet
phone1 displays it
